Scott Boylan, Partner with StoneTurn, has more than 30 years of experience in advising public- and private-sector organizations on a broad range of international legal and business issues, including trade compliance, investment security, government contracting and IP protection strategies. He has been involved in all aspects of the Committee on Foreign Investment in the United States (CFIUS). Scott was the Department of Homeland Security’s representative to CFIUS and Team Telecom, served as General Counsel of CFIUS and Foreign Owned, Controlled or Influenced (FOCI) mitigated companies, and regularly conducts CFIUS audits as an independent third-party. Scott frequently assists clients to establish and run FOCI companies in the US. Prior to joining StoneTurn, Scott served as Chief Legal Officer for large, CFIUS-mitigated companies in the technology and software sector. He also held leadership positions in several government agencies, including the U.S. Departments of Homeland Security (DHS), Treasury and Justice (DOJ).
