Overview:
In April 2019, the Internal Revenue Services (IRS) released its second set of new regulations on the Qualified Opportunity Zone (QOZ) program. The additional guidelines aim to give light on the initial regulations released last 2018.
However, several open questions still remain, that investors and related practitioners must be continuously proactive in monitoring the latest regulatory trends and development. Understanding the latest updates and how these might affect their businesses also will help them maximize opportunities while mitigating potential risks and pitfalls.

Matthew J. Schiller is a partner at the law firm Murphy Schiller & Wilkes LLP, based in Newark, New Jersey. Mr. Schiller represents clients in a wide range of transactional and litigation matters throughout New Jersey, New York, and Connecticut. Mr. Schiller’s transactional experience includes the acquisition, disposition, leasing and operation of office, retail, industrial and multi-family properties, with a recent significant focus on properties located in Opportunity Zones. In addition, his practice includes seeking municipal and state land use approvals for commercial and residential developments, as well as the representation of clients in connection with foreclosure litigation, landlord-tenant disputes, prerogative writ actions, and breach of contract matters. He also represents special servicers in connection with loan workouts and modifications, REO sales, loan sales, and foreclosure actions.
Mr. Schiller is a fellow with the American College of Real Estate Lawyers and serves as the Vice-Chair – Real Property of the Board of Consultors of the Real Property Trust and Estate Law Section of the New Jersey State Bar Association. Mr. Schiller frequently serves as a moderator and lecturer for programming sponsored by the New Jersey Institute of Continuing Legal Education and numerous other organizations.
Mr. Schiller received his J.D. from Washington University in St. Louis, where he was the Associate Managing Editor of the Washington University Journal of Law & Policy, and received his B.A. with honors from Trinity College (Hartford, CT), where he was the captain of Trinity’s varsity swimming team.
Katie Roskam, Partner

Katie Roskam is a partner in the Grand Rapids office of Varnum LLP, working with the Tax and Employee Benefits Practice Teams. Katie focuses her practice on business tax, international tax, executive compensation, qualified plans, and international tariff and sanctions issues, and has experience working with businesses of all sizes from startups to mature, large companies, including partnerships, limited liability companies, private and publicly-held corporations, and individual taxpayers. She advises these businesses across a variety of areas including tax, business and employee benefits law.
Katie’s recent experience includes working with clients to analyze the benefits of investing capital gains in Qualified Opportunity Zone Funds, including assisting with the formation of a Qualified Opportunity Fund and the underlying partnership investment vehicle in order to take advantage of the tax benefit. Katie received her JD from Loyola University Chicago School of Law and her LLM in taxation from Northwestern University School of Law.
