Rabeha Kamaluddin has deep experience in a broad range of administrative, judicial, and transactional matters, primarily in the energy industry. She focuses her practice on energy regulation, compliance, and enforcement matters, regularly representing clients before the Federal Energy Regulatory Commission (FERC) and various state public utility commissions.

Rabeha represents energy clients, including interstate oil and natural gas pipelines and storage providers, liquefied natural gas (LNG) exporters, refiners, jet fuel shippers, public utilities, transmission owners, independent power producers, and state power authorities, in virtually all stages of the regulatory process and government investigations. She assists clients in oil/natural gas pipeline and electric utility infrastructure development, helping clients to navigate open access policies and FERC compliance and enforcement rules and policies.

Rabeha regularly publishes on energy issues and is frequently interviewed, quoted, or featured in national and industry press such as Financial Times, Public Utilities Fortnightly, E&E, Petroleum Economist, Power Magazine, RTO Insider, and many other publications.

Steven Shparber is a Member of the Environment, Energy & Natural Resources group in Clark Hill’s Washington, DC office. Steven provides strategic counsel to new participants in wholesale power markets and advocates for new market opportunities on behalf of independent power producers and national renewable energy trade groups. Steven’s focus is on helping clients navigate cutting edge and emerging issues in the energy industry. Using creative thinking to provide clients with practical and commercially viable solutions to address their legal and business needs, Steven combines elements of regulatory, transactional and litigation in his practice. Steven has extensive experience counselling parties seeking to deploy and finance distributed energy resources, including microgrid developers, energy efficiency, demand response and EV charging providers, and governmental entities.

Hayes Jernigan Finley is an associate based in the Raleigh office of the national law firm of Fox Rothschild LLP. She focuses her practice on issues surrounding environmental, land use, energy and administrative law. She assists her clients in navigating complex regulatory and political matters before government agencies, permitting officials and state and federal courts. Hayes also represents developers and private businesses in environmental remediation and clean-up activities; negotiates resolutions of environmental enforcement actions; litigates agricultural exemptions to various environmental regulations; represents local governments and private citizens in water supply planning and surface water disputes; and obtains local land use and zoning approvals for a wide range of projects. Hayes was recently appointed by the North Carolina Governor Roy Cooper to the Board of Directors of Advanced Energy, which works to ensure that energy is clean, affordable, reliable, efficient and safe for all people.

Jessica L. Bayles, Attorney

Jessica Bayles is an associate in Stoel Rives’ Energy Development group, where she focuses her practice on energy regulatory controversies, compliance counseling, and regulatory support for renewable project development and transactions. She has significant experience in complex litigation before the Federal Energy Regulatory Commission (FERC). Jessica advises clients with respect to FERC disputes and litigation, enforcement investigations, and market-based rate authorizations. She also advises energy companies on federal and state regulatory issues associated with project development and transactions and represents large electric customers in state public utility commission proceedings.

Before joining Stoel Rives, Jessica was an associate (2013–2018) and summer associate (2012) at McDermott Will & Emery LLP. While in law school, she was a law clerk for the U.S. Department of Justice, Environment & Natural Resources Division (2012), and for the U.S. Environmental Protection Agency, Office of Enforcement and Compliance Assurance (2011).
