Mr. McDonald is a Director with the Berkeley Research Group.  He has over 23 years of experience in consulting and financial advisory services, forensic and litigation consulting, fraud investigations, financial analysis, and government service. He has advised major law firms, Fortune 500 companies, mid-sized and small companies, and government agencies. Mr. McDonald focuses on dispute consulting matters including government contract compliance, claims and litigation, fraud investigations, forensic and financial accounting, managerial and cost accounting analysis, and related forensic engagements. His government contracts and white-collar expertise includes work with major contractors in industries such as cybersecurity, aerospace & defense, business services, cloud computing, software, manufacturing, bioscience, construction, telecommunications, as well as grant and cooperative agreement recipients.

Mr. McDonald focuses on Federal government compliance, cost recovery, profit maximization, contract administration, and economic damages calculation engagements involving government and commercial contracts. His project and case experience includes GSA Schedule compliance matters, government contract claims and investigations, Project Management Office functions, breach of contract, False Claims Act violations, and post M&A disputes. Mr. McDonald’s government contract experience spans the entire lifecycle of government contracting accounting, administration, billing, and compliance related matters.

Joe Whitcomb is the founder and president of Whitcomb, Selinsky, PC (WSPC), and leads the Government Contracting and International Business Transactions Law practice areas.

As a result of his military service as a U.S. Army Ranger and as a non-commissioned officer in the Air Force, he learned mission accomplishment. While serving in the Air Force, he earned his Bachelor’s degree in Social Sciences and a Master’s degree in International Relations. His Master’s emphasis was on National Security and International Political Economics. After his military career, Joe attended law school at the University of Denver Sturm College of Law.

After law school, Joe went on to work as a staff attorney for the federal government. There he learned the nuances of administrative law generally and the pains of federal bureaucracy specifically. He has dedicated his legal career to helping individuals and businesses with their interactions with federal and state governments. Most notably, he has dedicated his legal career to helping Veterans with all their legal needs.
